Default Campaign Map terrible fps on good PC

Hello, i write here becouse i cant find any solution by myself.
I have terrible fps in strategic part of Shogun Total War.
Battle map is fine (50-60fps) but in campaign part i have 12-25fps!
Any settings i set does not improve it at all. Lowest settings still keep 12-25 fps...
    My PC specification:
    Asus Matrix Platinum 7970
    i5 2500k @ 4,4 GHz
    Kingston 8gb DDR3 1600 MHz
    disc ssd
    motherboard Asus P8P67 revB3 ( newest bios installed )
    Win 7 64 bit, service pack 1.
All new drivers (graphics 13.5 beta, music card, dx11).

I was courious and check my old weaker PC:
    c2duo 2,2 GHz , GTX 570, 4GB DDR2 1000MHz.
Have set same setting and result:
    Campaign map : 45-60fps!

What can i do? Please someone help me play my favortie game.

ps. sorry for bad english ( not my native language )

I don't have any mods. Fresh system and fresh Shogun 2 installation. Anything else comes to Your's mind?

For graphics, the game could be trying to use the i5 instead of the 7970. Be sure neither are being throttled some way, hardware or software.
Have you checked with AMD about if they have even fixed the driver problems they have had since the 79xx cards release?
Back to my first question, does it do it in dx9?
    Have you tried 13.4 drivers?

    In dx9 its even worse.
Tested 13.4 and previous driver with no luck.
Tonight i saw new beta 13.6. Will try it when i finish installation Shogun again.
Soon we get Rome 2 Total War and im afraid that this trouble could occurs even there...
Im thinking about selling that Radeon and buy GTX 680 or something similar.

I wonder if it could be:
    1. The game trying to use the i5 instead of the 7970,
    2. AMD still having problems with drivers for the 79xx and Shogun2,
    3. The game can't decide between Xonar and your tv's HDMI for sound,
    4. Having only 16gb on C: drive for a game's swapfile,
    5. Or any combination of the above.

    Have you:
    1. Tied updating your chipset drivers, even from www.intel.com,
    2. Tried updating your sound drivers, ASUS and XONAR,
3, Activated your copy of Win 7 and run Windows Update manually installig all software options?
    4. Checked AMD's support forums for any follow-up on this problem?

    1 - done
    2 - done
    3 - done
    4- done ( no similar case )
    No result yet...

    4. Having only 16gb on C: drive for a game's swapfile,
Now i have over 30GB free space on ssd disk. Nothing change.

Well, dunno what exactly was wrong but i do three things at once and that help :
    1. Put out my two disk (raid connected) and buy new disk. Shogun was installed on ssd though but mayby somehow that was trouble.
    2. Put video card into different slot.
    3. Reset bios on motherboard using small plastic thing (cant name that in english, in Polish - zworka )

I need to add that those discs in raid have alot bad sectors and errors and when i try to plug them separatly - one disk was not seen in system (probably dead).

Disc as in harddisc? Yes, they can go bad and too many bad sectors can do it even without raid.
Changing pcie slots for the video card has been mentioned but I forgot it.
BIOS can do it at times. I tried updating and reset it, too.

Thank you for the info for the next player.
