For editing skins you need to extract the .pak files. You should use Vercingetorix' pak-extractor tool.

I understand you're having troubles with this tool? We're not clairvoyant (or at least, not fully functionally ), so could you go through the steps again and tell us where it goes wrong?
Copy xpak.bat and xpak.exe to your Rome - Total War\Data\Packs folder
    Run xpak.exe
    "Tempus edax rerum." Ovid, Metamorphoses
    Under the patronage of Virgil.

unpacking tool by default unpacks files to data/packs/data/....etc the files in that folder are for your reference only - to get new files to be used in game you need to either create new file paths so your new files are in data/...etc without extra 'packs/data/' bit - or re-pack files.

For some files (& possibly textures) if names are the same then game looks in .pak files first so if you want new ones to be read from data/...etc you may need to re-name them and change the corresponding reference in the .txt files (for textures descr_model_battle.txt or descr_model_strat.txt, etc).

Why some pak files can't be unpacked? I was trying to use the vercingetorix tool in the "patch1" file from the citadel total war mod and I got the "failed to extract file message". Any clues on what's happening?

the only "shortcoming" I know of for xpak's ability to extract pak files is that it is a tool made specifically for RTW in the sense that it only looks for certain file names. An easy way around this is to rename your pak file to one of the names in the pak folder (if it is something outside the pak folder that is). Aside from that, I dont really know. It should work as long as you are correctly using the program
