Game not launching anymore in DX11 mode (But is in DX9 mode)

I am experiencing a really annoying issue, I have put many, many hours into this game, I have been playing it with almost max settings, in DX11 mode. Then I took a big break from the game, later coming back to confront this annoying issue.

Basically whenever I launch the game in DX11 mode there is a black screen and nothing happening, I have waited a long time at the screen, but nothing ever happens. In task manager game shows as ''Not Responding'', memory usage is very low, 25% processor usage. However the game launches in DX9 mode. And as I mentioned before I have played this game for a long time in DX11 mode and everything ran perfectly

Here are my computer's specifications
OS : Windows 7 Ultimate x64
CPU : Intel i5 3570K
Motherboard : Gigabyte GA-Z77X-D3H
Memory : Crucial Ballistix Tactical 8GB CL8 Kit of 2 (1600MHz)
Graphics Card : ATi Sapphire HD 7950 OC (950MHz Edition)
Sound Card : VIA VT2021 codec (Motherboard Built-in)
Screen Resolution : 1920x1080

Possible solutions I have tried. Verifying game cache (Steam), Completely re-installing the game, re-installing flash player, changing settings to lowest before launching the game in DX11 mode, reinstalling ATi CCC. (I'm running 15.5 Beta2, but after I installed 15.4 again the game still didn't work)

P.S. Many other games run fine, as well DX11 enabled games.

Try deleting the scripts folder, then verify the game cache.

That didn't do it.

Still the same, black screen.

Then, ask at http://forums.totalwar.com why it does not like dx11. I see no reason why not unless the game is reading and using the i5. This would not surprise me but how to get by it at this point, I don't know.

The game launched in Dx11. I am not sure what did it, but Your idea made me think out-of-the-box. So I tried your solution, still the same problem. Then I tried exiting programs from my task-bar, I exited MSI Afterburner + MSI on-screen display server, Fraps and temporarily disabled antivirus . And surprisingly the game launched!!!
So I one-by-one launched each application to see which one is it, that caused this problem, ending with the final application, the game was still working. So I restarted the computer, all those programs that I disabled the first time started again, and it still works!

Oh, actually I found out what program caused this. Just when I restarted computer, I only briefly tried Dx11 Shogun 2, the ''legal'' screen started up then, later the program minimized, and didn't go back up. The program that caused this was MSI OSD for frame rate metering, so I am now forced to quit watching over the frame rates. : D And it was probably time to do so too, because I was checking on the frame rates all the time performance, performance, probably was just a unnecessary distraction.

It very much could be a recent change related with ATi drivers that caused this, because I have had that program from the beginning of my PC gaming.

Good to hear something finally worked. I have not tried MSI OSD so I can't comment on it but other things have brought this game down.
Enjoy playing. Yes, AMD/ATI and their latest drivers may have done it in.
