First Celtic feform doesn't occur

I have been playing an awesome campaing with the Aedui, but i can't continue with the weak troops i can recruit now.
I'm currently in the summer of 249 BC, and have build 5 lv 3 markets, and the Casse have build one lv3 market so far i can see ( The Arverni were defeated in 270 BC ).
The reforms should have happened some time ago, but it still didn't.
I'm really going to need those Gealiche, and the second reforms for the Neitos.

What am i doing wrong? I've readed the FAQ, but i can't find my answer there, and i activate the script every time i play.
And it's really annoing that the romans can recruit Neitos in Patavium, and i'm still doing it with Bataroas and Lugoae.

I think that should do it, i will wait some more turns and see what happens, there are already 6 lv3 markets in total.
I thought i needed 5 lv3 markets :p

You also need high level temples and barracks (i think)
