Only if they had noticed it or if there was any alternative, like indie food producers. Nowadays DLCs are omnipresent.

I think that its mostly thanks to marketing, you can persuade most people to buy almost anything. Its really simple. But that doesnt mean it will be good for them.
I remember there was a time when you wouldn't look twice at a game released 2 years ago, because it would be hopelessly outdated. By now a relatively small group of studios seem to have emerged capable of making large productions at the cutting edge. Quality wise, their games remain competitive in the market for a much longer time than used to be the case. I suppose we should be grateful CA is one of them, or we'd all be relegated to playing inane shooters and fantasy mmorpgs.

They didnt reeased game yet and already have seprated budget for dlc? Who ar you trying to fool? Pontus and Greek pack are most likely cutted content. Cost of making those dlc will be included in market price of the final product.
All budgets are the same budget. There is no other budget because they all go to Rome 2 so it's the same budget. Rome 2 doesn't get 2 budgets. It gets one because it's one game.
