9 playable factions (because 3 Greek factions aren't for all - not all will buy pre-order) are to small to play custom battles / multiplayer.
In Rome 1 all 19 factions were playable on custom battles / multiplayer. I know that 117 are too big factions for custom battles / multiplayer but I think about 30 major factions.
In Napoleon or Empire more factions than major campaign factions were playable in custom battles or multiplayer, especially Sweden, Netherlands, Portugal, Spain, Denmark etc. Some were in DLC, Spanish example, but they were playable in campaign as DLC, but in custom battles / multiplayer for all players.
Is possible this solution in Rome 2? Example: Sparta, Athens, Epirus and other major - Seleucids, Armenia, Iberian tribes, Numidia, Bactria etc. will be playable in custom battles / multiplayer for all players after release?
If CA will plan adding Seleucids, Armenians, Numidians to DLC (or Free-LC), they could make similar as Spain, Portugal in NTW - campaign=DLC, custom/multiplayer=all games in release. I don't see any problem with this solution.
