Why no fog of war?
Let me just say that I know you can reenable it in the preferences file, but what was the original rationale for not having it? Just a personal preference? Or is there something else?

I don't think it's an IBFD specific thing. The first time I installed BI and played, the fow was turned off, although it was with another mod too but I'm assuming it's a BI thing.

Re: Why no fog of war?
actually the answer is more simple, developers disable fog of war to be able to see the whole world, and in my case, I simply forgot to enable it, then I later decided not to add in a preferences file, so in next version, there will be no preferences file.

God news that the premier BI mod is almost done! Can't wait!
On Fog of War - much prefer to have it off because it's more realistic - fow relates mostly to tactical stuff when you are so close in the action you cannot see the whole picture (in-battle-camera should take care of that - and also to enemy strategic intent - which will not come from a map anyway!
So keep fow off because even with 4tpy you still have three month cycles for enemy to pick up what is going on. In real life, Attila would have known where Constantinople etc was and what was going on there in general terms.
Where there is trade, there is intelligence and the ancient world was well-established for most informed people - incl governments - to know what the trends were - why would attila want to take on the Romans in the fisrt place if he didn't know there was something to be gained or was unable to form an accurate assessment of relative strength?

as I mentioned, I will not add in the preferences.txt by default, I'm sure ppl who want to turn off FOW know how to do it
