I don't see that rule in any other hotseat, just a special rule to this one which he made up because he's second in line. Blah, didn't mean to carry this little objection this far.. :

I would have placed myself first (makes sense as I am starting the hotseat) but North was already at the top.

With the following rules suggested to apply from now on - but not acting retroactively to either mine, Dux's, or Jem's turn -:
Because of the ******** in the other thread I announce the following change to the rule (Applying from my turn, not retroactively as I don't want to delay the bloody turn any longer)
1) No blockading on turn 1. Nor can you surround a port.
2) No forting inside enemies land on turn 1
3) No violating another's borders on turn 1
This is to stop any whining about turn order preference.
