How many provinces do you rule? How big is Sparta's population? If Sparta has 15000 inhabitants and your eight other cities 2000 each, Sparta has to carry the tax burden and will make -2000.

No cities ever make negative income. Never.

But the way the costs of your army and administration are distributed is flawed, so large cities pay a disproportionate share. Click on Sparta and open the info scroll and it will tell you how much it is making and how much it is paying for. When you try to build something (road, market) a semi-transparent icon will appear telling you how much more you will get from that building - it's helpful to see what will make the most money.

Actually none of your cities need to make any money. Just keep conquering cities, and exterminating. In fact, as cities move inland of your empire, away from the borders and stop producing troops, often destroy most military buildings (keep one line of buildings, either infantry or stables). Don't rely on Sparta to make money. If you haven't started taking cities by the time your bank is negative, you're in for a difficult campaign. The campaign is won or lost on the first couple turns. Remember, the game of this expansion pack is relentless attack... this is not normal RTW, you can't sit around gathering income and an uber army (both due to time limits and province/starting conditions).
