    The Winds of Winter- A Realistic hotseat

    This is a hotseat for those of us who love this mod, but yearn for the realism of the ASOIAF series, which this mod can sorely lack at times. To counter this, I have created at set of rules, which should, hopefully, create an experience not dissimilar to that of the various players of the Game of Thrones in the ASOIAF Series.


    The mod used is The Winds of Winter Submod, which can be found here:

    Rules:


    Section I: The Usual Rules
    These are the rules that are used for pretty much ever hotseat, and so you should be used to them

    • Pm or VM the next player that it is their turn.
    • 1 turn peace
    • No destroying buildings in an under siege settlement. At all other times it is allowed.
    • Forts need to have a garrison of at least 4 units, to limit fort spamming a bit.
    • No assassinations of Factionleaders and heirs. All other characters may be assassinated.
    • No bug abuse! When you think someone has used a bug report it here and the admin will look into it.
    • No sailing from a blockaded port without first defeating the blockading ships.
    • No sallying forth in a siege to deny your besieger the opportunity to sack your settlement.
    • Post pictures of battle odds, and results. It is advised to hide everything else, especially the mini map and your finances.
    • Armies defeated by a player (b) that comes after the original player (a)'s turn cannot move next turn, so if Tyrell defeats a Lannister army that army cannot move next turn. - Exception: Reinforcing armies in defense, even if defeated, don't lose movement points. So player 'a' should be allowed to move the army that reinforced another while in a fort and was defeated by 'b'.
    • Settlements gifted should disband all units save one.



    Section II: The Realism Rules
    These rules have been put in place to make this hotseat realistic. It is of the utmost importance that they are followed, so as to create a political situation similar to that at the end of A Dance With Dragons.

    1.

    A.The lands of Westeros are depleted and many of the men have gone to war and died. Because of this, there is to be NO recruiting soldiers without permission. To make this easiest, I will provide a list of all the settlements in Westeros, and how many soldiers may be recruited from them. This will list soldiers NOT units. For exapmple, a settlement with 150 soldiers available would be required to recruit a unit of spear militia. If it had 149 available, the spear militia could not be recruited, but a unit of archers could be, leaving the settlement with 29 soldiers available. This also applies to retraining

    B. Cavalry count for two soldiers available. This is done to prevent people from spamming cavalry. If you want a realism reason- it is because the loss of horses impacts the economy of the region and forces the smallfolk to have more work, and thus would not be available to fight.

    C. Recently captured settlements cannot be used to recruit soldiers, regardless of the available men. A list will be provided further below.

    D. Soldier that are disbanded will be added to the soldiers available for that particular region

    E. 50- 95% of soldiers disbanded in foreign lands will return home within a few turns. The others will become available in the region they are dispanded in. This will be decided by Random.Org.




    2: Specific rules about various castles

    A. The following castles cannot be starved out without a fleet blockading their port as well (Note- you can besiege the settlement for one turn, long enough to build siege weapons. But if you do not assault on the second turn you must break the siege):

    Storm's End
    Lannisport
    White Harbour
    Gulltown
    Oldtown
    Duskendale
    Maidenpool
    Saltpans

    B. You may NOT move either side of Moat Cailin, without holding the castle (excepting hostages- see 3)

    C. During Winter, the high road to the Vale is snowed over, and too dangerous to travel, you must find another means of entering the Vale.

    D. You May not Besiege one of the Twins without besieging the other.

    E. You may not cross the bridge at the twins without holding both castles (except to besiege the other castle), or military access by the owner(s)

    F. You May not besiege Casterly Rock without holding Lannisport. Likewise, troops may not leave Casterly Rock whilst Lannisport is under siege, except to break said siege.




    3. Hostages
    This is something I really hope to make work, as it will add a massive element of realism to the game.

    A. Through diplomacy, parlay or battle (If you release a noble prisoner taken in battle, you may choose to keep them as a hostage).

    B. If your general becomes a hostage, they may not attack anyone or move anywhere without their captors permission.

    C. The captor can command the hostage to go to a particular region, and the hostage must obey.

    D. If you wish to kill a hostage, then you should surround him with units to block off any retreats and attack. Any units lost in the fighting will be retrainable.

    E. The Hostage will change hands or be freed when the region that he is in changes hands. If it is his own faction who takes the region he will be freed, if he passes to a new one, it will be up to that faction to determine what to do with him.

    F. You may release a hostage at any time, simply PM the player who's hostage it is.




    4. Diplomacy

    A. If you make an alliance, you must add military access as well.

    B. If a settlement is under siege, or if there is another army nearby, you will have a chance to parlay, and to offer terms to one another. Do his via PM for a back and forth negotiation. Is a settlement is under siege, the besieging army may lift the siege, and allow the garrison inside to either retreat or disband. And for the general(s) in the settlement to either retreat or become hostages (see). Like I said earlier, you decide your own terms.

    C. If you have sworn fealty to the crown, you will be expected to obey your king's commands. Of course, feel free to scheme away behind the scenes

    D. If you wish to break fealty, you must say so publicly, in this thread.

    The settlements that have been recently captured and are not allowed to recruit troops are the following:

    Seagard- House Frey

    Griffin's Roost- House Targaryen
    Rain House- House Targaryen
    Mistwood- House Targaryen
    Stonehelm- House Targaryen
    Evenfall Hall- House Targaryen

    I shall act as administrator, and will need you all to send me your passwords so I can prevent cheating.

    If I managed to work out how to attach a file, the list of the soldiers available for each settlement. Let me know if you don't agree with any of them or if I missed any out.

    Also, I'm giving a license for House Tyrell to break the 1st turn truce and attack Storm's end in turn 1. That is where they are in the books and they have every right to besiege the castle straight away.

    I think the suggested numbers look good but what about Riverrun?

    One rule that I would like to change is the one with fealty. The plotting is a huge part of game of thrones and therefore you should not be forced to follow royal commands if you have officialy declared for that king. First of all I think about Manderly, Arryn and Martell that are plotting for other kings.. However this is very debatable!

    I knew there would be one I missed!

    You're right about Fealty, I'll change it as soon as I can edit. Basically the idea is that it's expected for you to do what your King tells you. For example, Manderly were told to send troops to Winterfell and behead Davos Seaworth. If they hadn't, they would have incurred the wrath of the crown. So yeah, if you want to avoid punishment, obey your king. But plot away behind the scenes all you like, until you are ready to break your fealty.

    Also, if you are a faction which your King relies on for military- Tyrell- then you could push the boundaries a little more, as the King will be reluctant to challenge this. To counter this, hostages might come into play.

    I think the Stormland numbers should be reduced a bit since most of them followed Renly and then joined Stannis,
    only to be slain in the battle of the Blackwater.

    Many troops yielded after the Blackwater and just went home, but you're right I will cut down the Stormland numbers a bit.
