Default Instant rebellion or gradual rebellion?

During the second rebellion (which happened when i had 106 settlements for some reason), only a relatively small part of my empire (which was quite large) rebelled. But as the turns went by, other settlements rebelled as well in a sort of gradual rebellion. Also, armies that were in the field rebelled which hadn't rebelled in the original rebellion.

Is this supposed to happen? or are all settlements that should rebel, rebel at the same time?
