How to recruit governors in RS II

I can't figure it out for the life of me.

You have to recruit the Tribunis militis. They take more turns to recuit than normal units. At the start of the campaign I'm sure they're only recruitable in Rome but once other areas have been romanised using oppidiums and given citizenship they can be recruited elsewhere as well. I think after the reforms they're referred to as legatus legionis.
