    Default High Elves in MOS: Problem building bowyers.

    Two days ago I restarted my High Elves campaign in MOS 1.41, and now at turn 51 I've conquered quite a bit of land, joined my split realm together and wiped out OotMM (though my elven brethren ran with most of the spoils - the moochers). Throughout my conquests I've noticed a strange problem: I seem to be unable to build bowyers (or archery ranges or whatever they're called) in most of the settlements I've conquered. In all my starting settlements, I've been able to build bowyers from "town" level and up. I've build culture above 50% in several of the conquered towns and there seem to be no "conflict" in the form of buildings I need to demolish first. I can build barracks OK, but no archery buildings. In Tharbad and Moria, on the other hand, I can build bowyers and the subsequent tiers with no trouble. Not quite sure, what's going on here, I most clearly be missing something.

    Your cities need to evolve to the next step before you can build bowyers. At turn 51 the cities are still very small. Set the cities on low tax to increase city population speed
    Also before you can recriut bowyers, when you have the archery range, you still need to have enough culture. I think i remember it is 33% elvish.

    I know I can't build bowyers in villages, but I should be able to, as soon as I upgrade them to towns (at least I could build bowyers in the towns I hhad from the start) but apparently I can't, even though my culture levels are more than high enough to build the low tier archers and I can buls barracks without trouble.

    I'm pretty sure it requires a large town to build a bowyer. And the culture level doesn't affect the buildings you can build. The units just won't be available until the culture is at the required percentage.

    Ok I see. That would make sense regarding the conquered settlements, since the few places where I can build bowyers are in fact the more developed ones, but it still doesn't explaim, why I had/was able to build bowyers in my small starting setlements. Does TATW/MOS simply give you the opportunity to train archers from your starting settlements, even through they're actually not at the right levvel for it?

    ^ Yes it does and if you destroyed the buildings you would not be able to rebuild them until you upgrade the towns.

    Ok, that clears things up, thanks. I can't say I like that feature, even if it's a necessary balance issue (and honestly I don't see much balance in making it easier for High Elves to get their super deadly archers) Are there other factions that get this kind of special allowance?

    I'm not sure what 'special allowance' you're talking about.. You need a bowyer to train archers. You need a large town to build a bowyer.

    Only a few units can be trained without a barracks and these are 'special' units such as Orthanc Guard or Minas Ithil Guardians etc.

    By "special allowance" I mean the fact that High Elves start their campaign with several settlements that already have a bowyer, even though they're only "towns" and thus should not be able to recruit archers. I'm wondering if other factions have something similar, starting with settlements that have buildings higher than the tier of the settlement to allow you to train units you otherwise couldn't?

    Hmm... There are a few instances of it in the game I believe. Though most do not. I can't think of any special cases for other factions atm. I have noticed that many rebel villages start with roads. South Tharbad for example is one of them.
