First you have to hit the reforms (build a huge city palace in Akragas), and then start building the Roman fortresses and the next levels of barracks.

ok i just built the highest colonial building in massalia (cant remember name exactly, modern day provence) and i built wepon import and army rations yet when i go to build the roman fortress it is not there, is this to do with the fact that it is a client/allied state because i also do not have the option to grant citizenship.

You need to upgrade the citizenship-building to the next level, the curia hostilia.

the wan with segmentate armour you can recruit at gergovia, appolonia, singidun, brigantum, alexandrie i believe. but not in all settlements.most other citys have only chainmail armour.you want segmented legions not??look at rs2preview.ther is a traid with all the locations of all legions, also for the auxillary . Cheers

The names of the bldgs you need in order are: Roman Oppidium (last of the Roman citizenship bldgs, the square one), then Roman Fortress and finally the Curia Hostilia. In addition to building the proper baracks and citizenship bldgs, something else to remember, and this took me until my second campaign to learn, when you capture a foreign city you need to destroy some of their buildings or you will never get the opportunity to build those you need there to get legion recruiting therein.

Markets are the most important. Let's say you just took a Greek city. I don't care if it's built out to the top level market, destroy it and start over w/ Roman markets. Likewise import facilities. If you see a weapon or precious metals import bldg destroy that so you can get to build the Roman equivalent. Destroy any troop recruiting facilities as well. The temples don't matter; you can leave them alone, likewise things like sanitary facilities, farms, ports, roads and like that; they're fine.

If the captured city is so developed that all twenty slots are filled be sure to destroy enough stuff to uncover one slot so you know that something you needed to destroy wasn't hidden.

There are also a few cities that just never come up as recruiting centers because of a known glitch where the program doesn't see that a needed resource is actually present, Thebas in Egypt is one such and there are probably some others, but not enough to keep you from getting all the legions.

Enjoy and good luck; RSII is the crack cocaine of mods.
"With a population of around a million, Rome (in Claudius' time) was a vast city even by modern standards. It is worth pointing out that during the early Renaissance the population of Rome was no more than fifteen thousand-- living amid the ruins of a civilization that dwarfed their own. It was not until the nineteenth century that the population of Rome returned to the levels it had enjoyed under the Caesars. That is eloquent proof of the fact that human history is not a tale of steady progress towards greater knowledge and achievement." Simon Scarrow

No, this is not true. The greek markets are equal to the roman markets, you don't have to destroy them (and you should not!).

Thanks for the help, that diagram that you posted Post Hoc really helped. i also agree that this mod is insane, the only reason i bought rome TW was so that i could play this mod.

also about destroying different culture buildings, some buildings that have happiness bonuses such as that gaul temple thing that looks like stonehenge, actually make my settlement less happy when i destroy it and destroying other ones, i didnt see the culture penalty in public order go down so im pretty confused by the whole thing.

BTW does anyone know where i can find some more of those diagrams that Post Hoc posted as i cant seem to find them in the forum?

The culture penalty takes time to go away, i don't destroy temples because you can upgrade most of them. If a temple doesn't have any effect than you cannot upgrade it so destroy it.

so is there any point in destroying other culture buildings because the culture penalty will eventualy go away or the building will just be upgraded?

there is no more than 50% culture penalty.if you upgrade a building it will help you reduce the penalty.Allwats destroy baraks building, they don`t give you anything
