the launcher of 2.5 doesn't seem to remember the settings (command line options, high res units etc.). What can I do about that, please?
Well, having had that issue for many months - and pestered Paedric (the designer of the Launcher) for all that time to try and fix it, even though after much searching and examples and screenshots, he simply could not find the problem - and not having other examples......
Then I really went looking - for, with my setup, I have Launchers that worked and just one that didn't.......and then I had to abjectly apologise for any time of his I'd wasted - because I (and I suspect you now) must have done it to ourselves in innocence!
I can only assume that it had occurred when I changed the Icon I used for the Launcher short-cut. Go look in the 'Properties' of that short-cut on your desktop and make sure that the 'Start in' box contains the path to the Launcher folder and not, in my case, '...UI/Wonders'. Hopefully you'll find something similar and can fix it.
I would be interested to see if that's the case and it works for you too?

This happened on a Freshly downloaded game from steam and freshly installed mod + hillfort fix.
Dunno why it defaulted to ui/wonders :S
