Income: Greek League/Occupation > Autonomy
Happiness: Greek League/Autonomy > Occupation
Construction Flowchart: Government Determination --> Autonomy OR Occupation --> Greek League
Purpose:
Government Determination; to increase happiness and stability and/or to increase income
Autonomy; for cities with happiness problems
Occupation; for cities with high amounts of happiness (preferably above 115)
Greek League; the final step. Not necessary if you have a very happy city with occupation

I have to say that the final step 'Greek League' is to cheap, like how they changed the Roman government det. tree and made the final step (not civitas) expensive but with the best benefits. Greek League as being the final step is easy to obtain (4 turns and quite cheap).
