Is it true that in One-Turn Campaigns there are no roman rebellions?

I'm not to the second rebellion yet, but I certainly got the first one. If you didn't, then it's likely that you weren't studiously activating the script.

If you are playing a faction other than Rome, there are no Roman rebellions in 1-turn or 0-turn.

If you are playing Rome there are two Roman rebellions in both 1-turn and 0-turn. The first happens on turn 3 or so with two or three Italian settlements going over to the Roman Rebels. The second becomes possible when you have conquered over 85 settlements and it is a very large rebellion. There seem to be problems at present with it re-occurring as well.

I don't see a problem with it re-occurring at all. To me it stimulated the many civil war Rome had during those times, and it makes it frustrating but at the same time worth it. Plus who doesn't like showing of their factions might, and striking fear into those who were even thinking about attacking you.

There is a problem. All your governors tend to rebel all the time. Not like in civil war, when your gang fights against other gangs.
