Unable to Invade Chalkis

Hello, all. I recently picked up Rome Total War along with Medieval II upon the suggestion of some friends(veteran of ETW, NTW, and S2: FotS).
I am playing as Rome and currently kicking the tail of Macedonia and the Greek City States, but I've run into a little snag. It appears that I cannot send any units into the Macedonian city of Chalkis, located right next to Athenia. I've tried walking the land bridge and dropping agents in by boat, but it always says, "action not available."
Am I doing something totally n00bish?

Well if you're playing Roma Surrectum Chalkis is only accessible by the sea and you have to land like right next to the settlement,and there's only 3 or 4 spaces to do this so if there are troops on these spaces then...wait a few and let them build boat to board or something.

Yeah, Chalkis is only available by sea.

Thanks a lot guys! The movement spaces were kind of confusing and those "sweet spots" hard to find, but Chalkis is finally mine...along with some plague currently in the area.

use the plague in your advantage.Just infect some spys and send them to your enemies

If you move spies to the island and send them back to spread the disease everywhere - make sure you use a single boat to do that and once you've finished moving all the spies you sink that boat.

Otherwise, the next unit that is put onto the boat will be affected.
