    OK so the story goes like this. I have been fighting AS since the start of the game. Its now 162 bc. The first time I expanded my empire past the win objective cities. Things went crazy with civil unrest and i had lost a half dozen cities. Now that some 60 years have past and now I thought I had secured part of asia minor down the east coast of the mediterranean to most of egypt and further west along the cost. Just the other day It began to all fall apart. Antioch got bought out by AS. Then two revolted to Egypt 3 to As and with a few on the way where the armenians used to be. I already know what to do with the revolts. My Question is After I fix the mess what is the best way to deal with new lands while using the Saka. I plan on my next conquest across africa and crushing carthage. Oh btw Id rather not move my capital from the east mainly because of india. Any Help will be appreciated.

    Well, sounds obvious but make sure your cities don't rebel .

    1) When you retake the cities, enslave the populations to get rid of as much squalor-related disorder as possible.
    2) Destroy buildings that are not your culture if you don't need them. If there are any barracks or governments that are not used by your faction, get rid of them. Similarly if there are temples to gods that your people do not worship, then they should go to be replaced by your own temples.
    3) Build as many happiness, law and health bonus buildings as possible.
    4) If you have any high influence family members, use them in the most rebellious provinces to calm the disorder.
    5) Increase the size of the garrison if you can afford it.
    6) Drop taxes if necessary.

    You need to keep order at or above 70%. If it drops to 65% or below, the city will riot. If a city riots for 2 or more turns in a row, it will rebel (normally on the 2nd turn, sometimes on the 3rd or 4th, it's partly random).

    Letting a city riot for one turn is ok since it often kills population and reduces pop-squalor a bit. But you have to get order back up to 70% immediately!
