Yes, I think so, and used in conjunction with warcry and ninja blinding grenades it can really nerf an opponent's units stats. It's crucial that you get the timing right though. Either just before your oponent charges or before you do.
Whistling arrows shortens your bow units range too so it's important that you use the effect as cheaply as possible. Foot samurai are best for this. Also be careful that none of your own units are in the way or they'll get needed too.

You should put it in a cheap unit just for the effects, in my opinion. A bow ashigaru will do just fine. Keep in mind it reduces the range to 150.

negatory, it reduces the range by 25.

bow gen on the other hand isnt affected by it, so its prolly a bug/glitch

It does? My bad. I'll still stick to the cheap unit though, because you can end up affecting your own units with it, so its not good for skirmish during battle.
