    Default (MOS 4.1) unable to build without a general

    I was able to build without generals fine before MOS. I got MOS, made a new game...and now as Mordor, a lot of my cities can't build or do anything. I always leave manage cities checked on before the start of the game. I even made a new game and made sure it was left on, but it doesn't seem to be working in MOS.

    Is there a way to activate it or is it just part of MOS? Its really annoying, since I don't have enough generals for all the cities and it makes going to battles rather annoying as well.

    Decline Centralised Administration script when starting a new campaign.
