They have the moral buff and similar/better stats compared to the black bear for 50 koku more.

You probably meant Black Bears rank 2.
If we go for that price point, 960 koku inperial/shogunate infatry would be better due to better base reload stat (hidden). They shoot as fast as BB with 2 upgraded in reload, but take no vet slot and have more ammo.

As for vermillion birds - their aura is good in low moral armies if you go for numbers, but unit probably not worth it as "shooter". So, more of a support role.

How about Kihetai?

Kihetai have the same breech loading rifle/lower base reload as the Imp/Shog infantry and have better melee/morale.

Interestingly enough, kihetai have wrong animation.
