Does someone know if these new effects will be available on Haswell iGPUs only, or will all GPUs (Nvidia DX11 and AMD DX11.1) be able to render them, just at slower speeds?

That video is mostly PR blahblah. Yes Intel implemented some DX11 extensions for Haswell but that doesn't mean that it will be the fastest GPU around or anything like that. Performance will be about 40% better than HD4000 but that puts them somewhere into the entry level of discreet graphics. So any decent discreet graphics card from AMD or Nvidia will be way faster than the integrated Haswell GPU.
Intel is just playing catch up with AMD in the area of integrated graphics since their solutions are way faster than the Intel stuff so far. Implementing some proprietary stuff also sucks royally because it requires extra development time. Intel probably paid CA to support their extensions in order to have some promotion material.
So, please don't fall so easily for such a thin hype.
I know all that, but that wouldn't hinder CA from putting some exclusive effects for Haswell in. The probability of that seems slim to me, but I want to be sure.

Even when Haswell comes, I'll be sticking with my i5 3570k. From that video, it seems like one of its major new features seems to be better integrated graphics... Not really an issue if you already have a mid-high end GPU.
