Rebellion units

Playing as Preussia, year 1806 and I'm now fighting the 2nd Rebellion in Hannover, the Hannovian revolutionary army. I find it really odd that they have Dragoons and 12 pounder artillery Units that are not recruitable in Hannover or anywhere else in my lands at all. Why does rebels have better units than Preussia. In previous total war games, rebels were usually ill equipped peasants, militia or mercenaries at best, but now I'm fighting crack troops that even I can't produce.
