looking for mod

hi guys
i am new to this forum, came here because i was looking for a mod that suits my desires

now even though i used the search function and had a look at every popular mod, i was not able to find any mod that includes the changes in game that i am looking for, which are:

1. peace.
i have been playing NTW since release and always found that the campain of the colition was like arcade mode or something... it has become kinda boring to always have the same allies and always fight france with it's superior forces. now what i am looking for is a mod that changes the game's start parameters so that every nation is in peace and can choose it's own opponents.
if possible the particular mod should be compatible with a mod that makes minor nations like sweden, spain, batavian playable AND a mod that improves the CAI and BAI.

2. french troops nerf
i am tired of napoleon's militia having more morale than my prussian 'elite' forces so i'd want all french units to have adjusted stats.

i'm aware of the fact that these game changes are minor as well as easy to edit-by-yourself by using the respective tools, BUT after downloading some of them and following step-by-step-tutorials i had to give it up without positive results. sounds bad, i know
