I wish I was skilled enough in time travel to play Rome II before release.

Moved from Rome II to Rome I forum.
Considering Rome II is not released yet, I assume you must mean Rome Total War 1. If so, that is an inherent feature of the game and cannot be changed as far as I know.
It's not a bug it's a feature.....
When sending armies by sea you either have to make sure that the stack they are in is strong enough to handle a slave/pirate ship attack or be sneaky and limit the exposure by using two (or more) ships to act as 'scouts' to make sure the path is clear.
The scouting part does not mean that a slave/pirate ship won't spawn nearby or move from another direction.
I'm sure if you saw an enemy army being transported in a weak ship you'd not hesitate to sink it. Some players have 'house rules' that will stop them from doing such a thing but not me!

I remember a bug: my naval fleet was destroyed but my roman army stack remained in the sea. I could select the stack but i couldn't move it or disband it anymore.
