All Towns Start at 400 Population

Is this normal or has something gone horribly wrong? Is this to avoid the typical Medieval II Total War issue of having every region a huge city by turn 80? It seems a bit odd that Hyrule Castle Town (Hyrule Prime) starts off with the same population as a ruin at the top of a mountain.

Settlements are getting an overhaul in the next update, it may also chaneg this. Currently however, I see it as protecting what is best. Hyrule has one of the only (if not the only) fortress. This means Hyrule Prime is great to obtain. I see it as not throwing settlements away because you can make more like it, you can't for a long time.
