Yeh it's civil war then - you'll be enemy with all them romans.

Just take care that you don't make peace with any of them after civil
war has started - otherwise you gonna mess up your campaign due to
a bug which makes it impossible to attack them again.

i mean is it better to wait 2 turns for urban or preatorian or should i constantly make leggionairs?

and if you at war with the other romans what should i use:-preatorians, (early) leggionary, urbans,...
what's the use of arcani and how can you get them in a campaign?

Off course there is; don't make peace with them once civil war has started.

Just do whatever. Their troops are equal in strength to yours, but they still have the same AI. Therefore make peasants if you want and you'll still win.
