Application error 2:0000065558

OS: Win7
Steam version
SS 6.3

Everytime I launch steam through the SS shortcut I get the error 'Application load error 2:0000065558'. If I try to launch it through the launcher I get an error message box with no text and then the game freezes.

I've read fixes about disabling antivirus but I'm running no antivirus software and I disabled windows firewall before starting and it still errors
I've verified local files and that didn't change anything

Turns out I'm a massive noob. I have 2 steam directories, one is the old the other is the new. So of course I installed it into the old one and steam couldnt find it either resulting in that error. Reinstalled in the new directory and works fine
