Ok you convinced me, Peloponnese War, 27 years it is. Persia should be very powerful but not aggressive, a system should be in place that assures that Persia will not go to war unprovoked. This way you can declare war on Persia and try taking over Asia minor but you probably won't succeed because Persia would have a huge army and all your war effort are needed in Greece to survive. There could also be a special diplomatic system where Persia will favor one side or the other with trade and military support like you suggested.
(Maybe after you defeat Sparta as Athens or vice versa in the 324 turns you would have won the game, but you can keep playing trying to fight Persia, you will still be weaker but have more of a fighting chance with a united Peloponnese, in this scenario we need more space on the map for Persian lands to the east.)
