See the spread of the leagues. There isn't a clear border between the two meaning there would be battles on all fronts. Macedon however really should be a neutral zone but these maps are showing alliance from the start of the war and Macedon was with Athens but not throughout.

Even better map showing what the map should look like:

Notice there are neutral (grey) Greeks who can be swayed to either side (as many of them were historically). The Barbarians (green) can pose an outside threat to all the Greeks (bar Thrace who should be a vassal state of Athens) and Persia, while they should be in the campaign, they should not control as much land as they did historically or at least the map should be cropped so that Persia poses a minimal threat. Persia is the biggest issue for this campaign setting as Athens could simply conquer a nerfed Persia's lands but if Persia is made too powerful they can become a player in what is supposed to be a Greek war. I guess balancing could fix this or CA could make it impossible for the player to attack Persia (and vice versa) only allowing economic and political alliances with Persia as in Persia can fund either league and provide mercenaries for hire.
Ok you convinced me, Peloponnese War, 27 years it is. Persia should be very powerful but not aggressive, a system should be in place that assures that Persia will not go to war unprovoked. This way you can declare war on Persia and try taking over Asia minor but you probably won't succeed because Persia would have a huge army and all your war effort are needed in Greece to survive. There could also be a special diplomatic system where Persia will favor one side or the other with trade and military support like you suggested.

(Maybe after you defeat Sparta as Athens or vice versa in the 324 turns you would have won the game, but you can keep playing trying to fight Persia, you will still be weaker but have more of a fighting chance with a united Peloponnese, in this scenario we need more space on the map for Persian lands to the east.)

I would like a late game with the fall of the Roman empire with only the eastern Roman empire intact fighting the sassanid empire and trying to recover the western Roman empire's land against up and coming factions and barbarian hordes and than eventually alliance with Persia against the Islamic Arab conquest and many other nations/factions rose up from the ashes of Rome. I believe they will do this cause the extended the map of Arabia and this was a time fraught with constant warfare and historical importance.

Calling for Rise of Rome and Fall of Rome DLC, exact copy of the Rise of the Samurai and Fall of the Samurai.

Diadochi campaign would be good for an expansion rather than mini campaign.
