Steam Version and no steam version ?

Hi guys !
I've a No-Steam Version and i can't add new unit (I follow the instruction to instal but nothing...)
I've change flags,blood mod, marching sound,... But i can't instal a pack with new unit.

New unit is not compatible with my version ?

No-Steam version is illegal and against the Terms of Service of this site and the EULA of CA/Sega.
If you wish help, buy the game, activate it, and have Steam update it.

How can he have a non-steam version?
