Can't recruit mercenaries and some new units.

Hi, So I am running a clean install of 3.2 thru steam. The game works perfectly, except no faction allows me to recruit any mercenary unit, and some of the newer units like Rohan Spearmen. It was the same when I just had 3.1, and also on my other computer. All of these units appear in custom battles, just not in the campaign.

Is this an issue with steam installations or a possible error on my part?

Its any turn, any campaign. From turn 1-200.

Hmm, you have to wait until the barracks event (around turn 40) before you can recruit elite units, and have to wait a couple of turns for mercenaries to become available. Don't know what's going in if you can't do so in the late campaign. Can you upload a save game file? (See here on how to upload a save game)
