Well how do you mean? All DLC has to be activated by Steam but Gamers Gate and Green Man Gaming sell them also.

My friend will buy for me but she couldn't buy from steam store. an English store would be great.
btw, if she buy DLCs from another store can I activate it on Steam?

Well you dont really buy the dlc, you buy the keys to unlock them. So in effect it doesnt matter that much whether you buy from steam or a key vendor like gamersgate or GMG. You will need to put them in steam.
I can confirm that, I bought the Otomo DLC on GMG and it worked like a charm.
Maybe means physical retail stores, they are not sold offline.
I bought all the DLC off Gamersgate. Once bought you are given a code that you must then activate on Steam.
But why was the Steam store unavailable?

You will soon be able to get a 'physical' copy of all the DLC with the Shogun 2 Gold Edition (Well the European and Australian editions anyway) but you would still have to register them on Steam I believe.

Or ask a friend (who has no credit card problems) to gift it you and repay him
Hello mate, I'm in London England.
I had the same trouble as you thinking it was all Steam only. I'm happy to tell you that in certain gaming shops you can buy "Steam Vouchers" much the same as buying a top up voucher for your mobile phone in the UK. Once you buy the voucher (a paper receipt with the number and value) you visit your Steam account online and enter the voucher number to top up your account.
If your friend buys a voucher she can either give you the number (about 12 digits) or top up her Steam account and gift you, but I think the former would be better. I bought mine in a shop called "Games" I believe which I suspect have many outlets. I think the UK vouchers are £5 ($7.50), £10 ($15) and upwards.
If you or she gets really stuck just PM me, it's not too difficult for me to help out if your friend's in a rural area or something.
Man o' War has a good idea there. Any game store like Gamestop should have vouchers for Steam that you can buy to add credit to your account.
Gamersgate should work anyhow. Im in Ireland and I had no problems.
