Icon4 Pixelated screen over certain objects.

So I've played shogun 2 since it came out. I stopped playing for a while (I don't remember why, probably this) Came back, removed all the mods I had on it, verified integrity.
There is an Art of War mod on there now, but the same effect happened when I loaded it up vanilla.

The problem is that there is lots of pixelation around the edges of units, and ships. There also seems to be pixelation where grass and trees in the foreground meet water in the backround.
    Here are some screenshots:

If screenshots of the effect on land units are needed just say.
Can anyone tell me how to fix this? Thanks.

My old card did it on dx9.

I have a vaio laptop from 2010 which handles all other games fine. Its dx 11 compatible, it used to run the game fine.

So I essentially need to give up playing or buy a new computer?

The way CA has played with the graphics part of the game until the Optimized patch, I'd say it's a good possibility.
