Why Carthage has no territory in Iberia?

Carthage has no starting position in iberia according to the faction maps.

One minor faction I know is in the game is the Blemmyes. In the E3 demo there is a brief second in which their name pops up when the mouse is placed on a trade route.

So expect to see these guys...
