Did you disable UAC BEFORE installing TATW?

If not, you have to reinstall TATW I`m afraid , follow these steps here ( do steps 1,2,3,4,5, and 6.
    STEP 7 is optional).

And just to be clear, your M2TW is non steam or STEAM version?
If you have non steam version, follow those steps, if you have steam version, follow these steps.

On your DESKTOP, click on START in the bottom left corner, in Search Programs and Files type in Folder Options, click on Folder Options, go to VIEW section, and in Hidden files and folders check the box next to SHOW hidden files, folders or drives. Apply, and OK.

Spoiler Alert, click show to read:

Then go to Virtual store ( C:\ Users\ [user name or your PC`s name]\ AppData\ Local\ VirtualStore\ Program Files(x86)\ Medieval 2 Total War\ mods folder), delete Third_Age_3 folder found there.

And you have the latest update of Medieval total war Kingdoms right? If you have tried everything said above, I suggest you reinstall it, and remember to remove any old installations of TATW.

Okay, let's go back to the beginning and start over.

    1. Disable UAC using either Method 1 or Method 2.
    2. Completely uninstall all TATW related files, including any TATW related files in the virtual store.
    3. Install all parts of TATW including TATW 3.0 Part 1, TATW 3.0 Part 2, TATW 3.1, and TATW 3.2. Run each installer and install into the location where you have M2TW and Kingdoms installed. Normally this is: "Programs/SEGA/Medieval II Total War"
