Destroyed and Restored factions

When one of the emperial factions was destroyed
and you capturing capital region of destroyed faction you got a choice to restore this faction

Question-
Can npc factions do the same?
If they capturing a region that belonged to destroyed faction will they restore it?
Or will they hold it for them self?

In my experience they seem to hold on to them

I think they will hold it since for them to come back you are presented with a yes/no dilemma. As far as I know the npf(actions) can't have such things.
