i have 4 different cities with a great market. i believe that is the tier 3 market. but the reforms have not happened yet, so i'm assuming i need another building to activate it.

    - Time of Bondsmen

-Casse, must build at least 9 (forum)(L3 Market) collectively
-Casse, must build at least 5 Large Cities collectively

Yes. I have had them at least two times and probably lots of other people as well. Sometimes EB reforms are a bit sluggish. Last but not least, did you activate the script every time you start or load a campaign game?

to activate a script when the campaign starts you just click on the little icon of the face in the top left hand side of the screen and then it goes away right? i'll exit the game and restart my campaign (loading it) then i'll deactivate the script and see if anything changes. thanks

You need to get the adviser to say that the EB script is ready then you need to click the "show me how" button

When you load in to your campaign, click on a town and the advisor will show up and tell you to click the "Show Me How" button

Did you get it to work yet?
Look not above, there is no answer there; Pray not, for no one listens to your prayer; Near is as near to God as any Far, And Here is just the same deceit as There.

And do you think that unto such as you; A maggot-minded, starved, fanatic crew: God gave the secret, and denied it me?-- Well, well, what matters it! Believe that, too.

"Did God set grapes a-growing, do you think, And at the same time make it sin to drink? Give thanks to Him who foreordained it thus-- Surely He loves to hear the glasses clink!" Rubaiyat of Omar Khayyam
