Whitle Council does not recognize Ringbearer

Got to Mithlond but cannot deliver ring to the council. The only option I have is to attack my alley the high elves if I declare war first. what happened? I have successfully delivered the one ring to the Black Gate playing Rhun.

I did get a reduction in diplomatic status on the way to 'poor'. Does this mean I didn't get there in time? Now what?

Also I gave the ring to one of my lessor generals. Does it screw withe the game if the ring is transferred in this way? Gollum didn't go to the new ring bearer for some reason either.

Is not Mithlond the White Council awaits you at Imladris (Rivendell).

Only if Imladris is not taken by another faction. From the FAQ;

Q: When do I have to take the One Ring to the White Council ?
A: You must have the One Ring for at least 10 turns in possession when playing as a good faction. After this an event tells you, you have to bring the One Ring to the Council. Based on certain conditions, this can be at (the event will tell you where): Imladris, Mithlond or Caras Galadhon.

Because your relations with HE now is poor is propably that you haven't military access with them? People don't like other people on their grass if they are not allowed

You don't have to enter the settlement to deliver the ring, only be in the correct region.
