    Default Effects on AI city public order and income

    I'm playing as Gondor and I've got a spy inside the city of Umbar in Harad, as well as an assassin that I've had demolishing buildings every turn. However, it seems like the effects on the city are not sticking in between turns. I will manage to knock public order all the way below 50% one turn and bring their income down with a demolition attempt, but the following turn the public order will be back up to 100% and their income back to normal - without the AI even rebuilding anything or moving troops in to garrison the city.

    And then, even more strange is that I will attack a building that doesn't have an effect on public order or income (like an archery range or something), and their order and income will plummet again. Then it will be back up again the next turn. It's really frustrating because it seems like my efforts are completely wasted somehow.

    Any idea what's going on here?

    One spy and one assassin is not enough, 4 spies at least (sometimes 7 is not enough) and same with assassin that demolish a number of structures in the city every turn.

    They're not building anything and their public order is between 35-50% at the end of each turn. The AI does absolutely nothing to raise public order and income, yet it seems to be resetting itself at the start of every turn. Then if I destroy something again, it "remembers." I don't think it has anything to do with the number of agents I'm using.

    Try sieging a city of the AI, wait for them to sally out by starving them. When you capture the city, notice how much money you have when it's your turn again. You gained way more money than the amount that the city makes, this is because you received the amount that the AI gets. There are scripts to give the AI extra money, public order, generals and troops.

    TATW was designed for people who thought M2TW was too easy. Unfortunately this also means that tactics involving the usage of spies and blockading ports have almost all no effect and you're better off investing in armies.

    The money script in TATW only gives "lump sum" amount to the AI. I don't think there are any bonuses that actually make their cities generate more income or give them public order bonus. Someone please correct me if I'm wrong.

    I thought I saw a difference, I'll try to follow the income more closely so we can get a definitive answer to this.

    Well eventually I got Umbar to fall to rebellion. I'm not sure if the issue was resolved, but ultimately it took me assassinating the present governor/faction heir to knock the public order down to 0%, and they were unable to recover the next turn. Still not sure if it's a bonus or a bug.

    I think the public order may have changed because of the AI lowering taxes due to unrest.

    That's what I thought the first three or four times, but it just kept on happening.

    The agent is two points short of having full skill, but it was still sheer luck. He had a 16% chance of success and it worked on the first try, lol.

    How did you get your assassin enough skill points to assassinate the heir? I could never manage that, lol
