    Default Punitive Forces

    For a long time this has been on my mind. In the "Attacking with Fleets" section of the Shogun 2 encyclopedia there is the following description:

    Punitive Forces
    In Fall of the Samurai, the raiding of trade routes to the west by local pirates or western fortune hunters will eventually lead to punitive naval action by foreign navies present in the region. These punitive forces are not affiliated to either the Shogunate or the Emperor, they act simply to protect their sovereign interests.

    I would like to know if anyone has seen or encountered these "Punitive Forces" and/or the "western fortune hunters" described in the encyclopedia.

    You can just look in the Encyclopedia under Manual -> Attacking with fleets. Unfortunately I haven't seen this in the game, so other than the text in the encyclopedia i have nothing to show for it.
