In the editor go to the dabase and open the table unit_tables. There are columns for create_cost and upkeep_cost. Those are the values you want to change. I found out that you can actually use negative values too so you can use the upkeep column to actually generate income for an empire. If you do so though you should probably limite the number of such units available by setting the column total_cap to a value other than zero.
