Mods and Steam Offline mode
Is it intended that I can't use mods while Steam is running in offline mode? (I ask this because it seems retarded, mods are pretty much singleplayer mode, so why would I need to be online to play them..) The mod manager doesn't even load (just goes straight to loading the game without the mods) and when I switch back to online mode, everything works fine but the mods have been deselected.

What?
You CAN use mod when Offline. The Problem is, ModManager could, think you "unsubscribed".
Method #1:
Use Movie type Mods downloaded from Here, TWC. Its Automatically active when dropped into your data folder, no need to tick in ModManager (infact it wont show up)
Method #2:
Use Mod type Mods from TWC. Need to be ticked in ModManager after dropped in data folder.
Method #3:
Subscribe a Mod normally in Steamworkshop. Start The Launcher till ModManager Shows up and Automatically Downloads the Mod. Exit The ModManager. Find data folder, and Copy The Mod Files elsewhere.
Everytime The Mods dissapears from the ModManager because it thinks you "unsubscribed", just exit the ModManager, copy back the Mods you backed up, then Fire up Shogun 2 again...
Method #4:
Rename the dowloaded mods. It wont be autodeleted...but it also wont autoupdate: you have to redownload when there is update.

Mod manager doesn't even start in offline mode, which is the issue (it's like Steam disables mod manger and the mods).
Method 1, going to take time to find the mods (not sure if a couple are here though, and I'd rather use Steamworks for it's simplicity..)
Method 2, not going to work, Mod manger doesn't start in offline mode.
Method 3, I've had a rare issue where sometimes mod manager has deleted a mod or two, but I've always backed up mod files anyway.
Method 4, not really aplicable.
