Hm..perhaps have a "European" option than just the Spanish and British.
Perhaps have the game start in the 1650s or so?

I think the French could also be involved, depending on what era you choose,
to a lesser extent compared to the British and Spanish of course.
It's not a bad shout, but be careful. Something about having ships at their command seems to make some players go a bit mental. Hence, the locked Greyjoy in GoT right now. I could foresee a LOT of arguments over this.
Keep it to one ship. You RP as a Captain.
I highly doubt the English and Spanish would be doing a joint expedition, given their history. As to the time setting, as early as possible, so no worries about PotC canon.

It's simple, Pirate or Navy, everyone starts as Captain, with only one ship. Later then upgrade their ships, and make a fleet. Pirates expand by loot, Europeans by promotions.
That's be boring. Everyone would want to be Captain. Plus, I think such an idea was tried before, with Star Trek.

Taking a nation in struggle like Afghanistan could be very interesting.
A pirate RPG sounds fun! For some reason GoT has had a lot of pirate / buccaneer characters lately, so we might as well make a different game out of that
