You can as an ancillary very easily. Might be hard to see or do you mean as character portrait? That is probably possible but I'm not sure how it works to restrict the picture to only 1 character.

Im definatly no modder, so my help here probably wont be much of use, but you might find a solution in ...\Medieval II Total War\mods\SS6.3\data\ui\custom_portraits
Im guessing you place the portait needed in there and add some lines in a file somewhere that a character with such and such age, traits and portrait should appear in year X.
Anyone have any ideas on how to add the Henry V portrait to the campaign?

Copy the folder called "Henry" and it's contents from:
SEGA\Medieval II Total War\data\ui\custom_portraits
to:
SEGA\Medieval II Total War\mods\SS6.3\data\ui\custom_portraits
And see if that works.
Edit: I read your question wrong and thought that you wanted to have the portrait of Henry in the Agincourt battle for SS.
In that regard, there's not much I can do for you, since my modding skills are near non-existent. My advice for assigning portraits in historical battle did work for me though, and I might even know how to assign portraits to custom characters (event-spawns like William Wallace) though adding generic faction portraits is not something I've done before.
I hope that someone else can help you better then I can.
