Unless you're a huge fan of the Gempei War I think FOTS is clearly better. Both are pretty enjoyable though.
RotS is really cheap for the content it offers a whole new campaign. The allegiance system with the junsatsushi who can "buy" provinces that adhere your allegiance is also fun. when you become bored of gunpowder weapons and wanna go back all melee its a very good buy.
But yeah FotS has more content
I love ROTS but playing the default 4tpy seems rushed. I prefer to play 12tpy for ROTS, even for vanilla Shogun2.

For me, Rise of the samurai is interesting since is bow based. You're main units in shogun 2 would be a mix of yari/naginata/katana samurai and yari ashigaura but in ROTS the only unit you need for beating infantry is bow units, bow levy, bow attendants, bow samurai with some spears on the flanks and in reserve just in case. I won the campaign with army's of 14-16 bow units.
The realm divide is also easier since when you're allies start to turn against you, if they are of the same allegiance you can request allegiance from all their provinces and attack the last one and defeat them in one go if you're prepared.
But there's a reason why you cant do ROTS vs Shogun 2 or FOTS battles in online since most of the units in ROTS cant be compared to other units, they always get beaten from what I have seen.
FoTS do have more features...but cost-wise, RoTS is such an excellent bargain for a New Full Campaign.
In comparison with the Sengoku Jidai campaign RotS has a smaller unit pool, but a better looking map, better building chains and a tri-faction political alignment system (which is great or awful depending on who you ask). FotS obviously adds a hell of a lot more content and features, and plays out on a much grander scale. Both are excellent relative to their price.

Rise of the Samurai is better value I think. I'd advise to get both.
To be honest I play ROTS more because the time period is just cooler, more mysterious and has a greater romance to it because of it's archaic nature, but FOTS is objectively a better game and the price is appropriate, if anything the price is too low for Rise of the Samurai: They're both good.

FOTS are considered better then S2 by most, and with that i officially take a dump on ROTS.
FOTS is better if you're not biased towards any particular historical setting. As much as I wanted to like ROTS, it bored me to tears. I really liked the unique looking armor, the early period, and the fact that it was a new campaign experience, but the gameplay is less engaging than the original S2TW in my opinion.
I like the concept of ROTS, but it's kind of lame to tell the truth. It's Shogun 2 with weaker, smaller, harder to control units...
FOTS however is quit fun.
Fall of the Samurai! worth it! feel good to use gun to crush those helpless levy and line infantry.
But if you like old traditional war you might consider Rise of the Samurai, also its cheap.
Its easy to make war with others, its never been easy when we need a peace.

After posting in this thread I decided to fire up a RoTS campaign to see if it was as uninteresting as I thought. I spent quite a fews hours playing as Taira I think is what the faction was called. After playing for a bit, I feel my initial impressions were accurate:
1) There is NO unit variation from faction to faction. None. FoTS has faction specific units, as does S2TW.
2) The roster of available units is TINY.
3) There's not a heck of a lot of strategic variability. In FoTS, teching up to either the foreign tech that gives you trading ports with westerners or teching up to armstrong guns gives you 2 completely different advantages in the game. There's nothing really like that in RoTS.
It's just boring, offers nothing unique, and feels like a step back from either S2TW or FoTS.
there is only unit variation in S2 if you buy the unit packs. And the only clan in fots that has really unique units is Aizu. All the other "unique units" are mainly copies. tosa rifleman and yugiketai are pretty much the same.
Also, dont forget Rise is more than 3 times cheaper than FotS, so offcours it offers less content

You just made me think of yesterday when I was grocery shopping. I was in the meat section and I noticed how inexpensive tripe is. I thought to myself, "wow, this is so cheap. I could really save a lot of money if I bought this." But then it occured to me that tripe is disgusting, and it's cheap because most people don't want to eat it.
If you're into modern combat -> Fall
If you're into medieval combat -> Rise
If you're into both, fall is a better "product", but both are worthwhile experiences that will grant you quite a lot of fun. Considering how cheap they become every time steam holds a sale, just wait for the next one and grab em both.
