About military, I have some 2 centsshillings.
First of all, make the rules so players cannot spam huge armies. It was just not natural at that time. Then armies should have tiers. I suggest:
Tier I: Retinue
Tier II: Mercenaries
Tier III: Levies
If I am guessing right, armies were composed of companies of 100-500, right? So, structure the costs accordingly to make armies as precious. That way, armies will be used in much more sensible manner.
Then comes the question of who can raise how much. For that, you can make use the demesne concept of Crusader Kings. I'll give a short explanation:
Demesne: Lands belonging to and directly ruled by player
Realm: Lands nominally belonging to player but direct ruled by others.
Consider the king as example. The player being king will be nominally ruler of all England. But he can raise private troops only from his demesne, say Normandy. This will bring a neat balance for all players. Not to mention an interesting twist in the whole lord-vassal relationship, wouldn't you say?
Now we come to navies. Although structured navies were non-existent, ships were pretty much required for any overseas venture. Hence, you could include the concept of players having coastal owning ships or even a fleet. Why coastal lands, you might ask. Simple because, ships need to be kept in ports and unless the player has a coastal province, where would he keep the ships.
Then ships should have some rules for how much they can carry. For example:
- 100 troops for long journeys
- 200 for short journeys
