To recruit the highest tier units you need to go through the Barracks event at turn 41. You can right click on the building icons too to see what units you'll be able to recruit if you build it.

I think you mean Silvan / Noldor Heavy archers, isn't it? (the units reported as best ones in faction description before you start the campaign).
If so, if IRC, they are your generals' units, at least for MOS it should be like this.

You are required to build the maximum level barracks before you can build the heavy armorer. This requires your city to be a large city, however Imladris and Caras Galadhon are already classified as large cities and can construct the maximum level barracks and recruit heavy units as soon as turn 41. The most powerful infantry are only available after turn 41. This is a special programming script in Third Age Total War.

There is only one barracks event.
We're special - we have two barracks events, unlike these commoners.
In 3.x there is only one, though.
Actually, there's one at turn 4 and one at turn 41 in 3.x
The turn 4 one doesn't enable the recruitment of any new units, it's just a message saying that your military sucks so you can only construct your crappy units, that can hardly be considered a barracks event.
