Ok, so why can't I do this? Any advice?

So I just started modding today. To your shock and disbelief, I can't get it to work right at all. I know, I know...

Here's what I'm doing:
I want to give Yari Samurai the ability to do a spear wall. Very simple.
I downloaded the CA mod tools from steam. Ok. I installed them, and directed the little text file to my game installation directory per the readme. Ok.

Next, I open up TWeak and open this table:
Unit_To_Unit_Abilities_Junctions.
I add a new Row.
In said row, I pick the Inf_Spear_Yari_Samurai and pike_wall_formation from their respective drop lists.
I hit "apply."

Next, I fire up BOB and do the following:
Select the same table in the left colum
Select the same table in the center colum and pick both of the boxes that popup as a result.
Select the mod.pack in the right column.
Hit start.

Next, I copy the mod.pack out of the folder it was created in and drop it in my data folder.
I open up Shogun 2, and pick the mod from my mod manager (it shows up!).
When I play the game, go to battle, and pick some yari samurai, NO DICE!!

Ahhh, boy. I have no idea what I forgot to do, or what I missed, or anything. As far as I can tell I did every step that I would need to do, after looking at both the tutorial on using the official tools and the tutorial to make a new unit. Here are the two I read:

Try to give the yari samurai something else than pikewall and see if it works.

lol honestly the mod tools have been pretty confusing to me. I'm still editing units the old way in Pack File Manager...
