    Not that I know of, but if you use a submod that has total diplomacy you can force a diplomatic agreement on them that gives you the settlement.

    You can transfer regions in descr_strat.txt but you have to restart your campaign.

    You can follow the instructions here to get save game compatible Forced Diplomacy.

    There is actually a cheat code to transfer settlements, but it does not work for some reason.

    It does from script but not from the console.
